When confronted, he was given the choice of helping Siren, or being turned over to the local authorities. He opted for the former.
Creepers knowledge with various security systems have been crucial to the entrance of several Cobra installations, but it is his knowledge of underground fences that have given him the most power. Most of the weapons in Civilian Elite's possession were brought by him. Indeed, without his underground connections, Civilian Elite would have been a short lived team.

He's rude, egotistical, and slimey. He would have made a great Cobra agent if Siren didn't find him first. As it is, you do not want to trust him further than you can see him.
