The usual progress of Cobra's troops is to show yourself worthy of promotion through your abilities. Not the General, he got it the easy way. He backstabbed, tricked, lied and even killed to get his promotion. He does, however, have a keen intellect when it comes to battlefield leadership. He has lead numerous raids in several contries. General Muerta is a ruthless tactician on the ground, but is also qualified in various aircraft, making him hard to nail down. There is little he can't do, but much he would prefer to leave to lesser soldiers in his charge.

Cobra Commander relies on Gen. Muerta's ability. He is considered his lead tactical advisor on the important missions. But it somehow goes unnoticed that he is a coward. You will rarely see him on the battlefield himself, or carrying out his own missions. That is probably why he is still alive.
